Resident raises slab-moisture complaint; Board approves drainage easement template

Resident Lynde Sorensen told the Board that heavy rainfall produced ponding behind her Pelican Sound unit and that high moisture under the concrete slab had caused buckling of wood flooring and mold. Inspections reportedly found no under-slab plumbing or HVAC leak; a foundation specialist recommended perimeter drain tiles and 5–10 foot downspout extensions. Sorensen said she has presented the issue to her HOA and asked for coordination among the HOA, the CDD and the golf course to find a solution.
Board members and staff discussed whether drain tiles fall under HOA responsibility; Mr. Schultz and Mrs. Adams noted that drain tiles are typically HOA matters but the CDD could assist in coordinating possible solutions. District Engineer Charlie Krebs said the area had originally been an indigenous preserve and was not included in the water-management system when developed, explaining some of the drainage complexity.
Separately, District Counsel Tony Pires presented a template Proposed Grant of Easement for drainage from PSGRC to RRCDD that could be used repeatedly; the Board approved adding specific sketches and legal descriptions on an item-by-item basis when easements are presented for consideration.
What happens next: Mr. Krebs said he will forward additional drainage easement sketches for Seaside II and the golf course area when ready; staff will provide updates to residents and the Board as timing allows. No specific remediation timeline or funding commitment for Ms. Sorensen’s home was recorded at the meeting.
