River Ridge CDD appoints Keith Merrill and approves officer slate, projects and financial items

At its Oct. 22 meeting the River Ridge Community Development District appointed Keith Merrill to a vacant board seat, adopted a resolution electing officers, approved consultant and maintenance contracts and ratified its 2023 audited financial report.
The River Ridge Community Development District Board unanimously appointed resident Keith Merrill to fill a vacant Seat 1 through November 2026 and administered his Oath of Office at its Oct. 22 meeting.
The Board then adopted Resolution 2025-01 to elect officers as nominated by Supervisor Kurt Blumenthal: Bob Schultz as chair, Terry Mountford as vice chair, and Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries. The resolution also removed James Gilman from the Board roster and left several prior appointments unchanged.
The meeting recorded a series of other approvals. The Board authorized Bowman Consulting to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and directed the Chair to execute documents after review by counsel and the district manager. It approved Bowman Consulting Group’s proposal for a Pelican Sound Master Signage Program to replace monuments across the district. The Board also ratified an emergency street-sweeping contract with Precision Cleaning, Inc. for storm clean-up (one-time payment of $1,475 and authority for additional week-to-week cleanings if needed) and approved a proposed Grant of Easement for drainage from the PSGRC to RRCDD.
District staff presented financial items: the Board ratified Resolution 2024-05A accepting the audited financial report for the fiscal year ended Sept. 30, 2023, and Mrs. Adams reviewed the unaudited financial statements as of Sept. 30, 2024, flagging budget variances (notably General Fund "Engineering" at 209% of budget and "Contingencies" at 421% due to a reclassification of $4,209). Staff will provide supporting invoices and correct ledger classifications in the next financials.
What happens next: District counsel said he will present a First Amendment to the Agreement with Bowman at the next meeting, which the Board rescheduled to Nov. 19, 2024 at 1:00 p.m.
