River Ridge CDD approves goals and performance measures to comply with HB7013; report due Dec. 1, 2025

The River Ridge Community Development District approved a Goals and Objectives report and a set of performance measures at its Aug. 27 meeting to comply with recently adopted state law (HB7013).
Mrs. Adams and District Counsel Tony Pires briefed the Board on the new statutory requirement that special districts establish and report annual goals, objectives and performance measures. Management proposed three primary performance categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability.
The Board voted unanimously, on a motion by Kurt Blumenthal seconded by Robert Twombly, to approve the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form. The initial report is due Dec. 1, 2025 and must be posted on the district website, and staff added the task to the district's Key Activity Dates list.
Supervisors indicated support for the general performance measures and asked staff to develop specific metrics as needed for implementation. District management and counsel will finalize the form and ensure statutory compliance prior to posting.
