Harwitch says Phase 3A sewer construction is imminent; dredging, Route 39 and Safe Routes to School updates provided

Town Administrator Jay provided a consolidated update on several infrastructure projects and maintenance activities during the June 29 meeting.
Phase 3A sewer project (referred to as the Great Sand Lakes project) is entering construction: a pre‑construction meeting with the contractor and engineer is scheduled for the next day, and a public information session is set for 7 p.m. at the community center. Jay said crews will begin road work the week of July 7 on roads south of Queen Anne Road and that pump‑station construction will follow later in the season.
Dredging season has concluded for the year: Jay reported dredging began May 21 and removed approximately 15,000 cubic yards from Allen Harbor, Sakatucket and Witchmere, with about 8,200 cubic yards from Allen Harbor alone. To offset costs, the town sold nearly 6,000 cubic yards to private beaches and netted about $186,000. Jay signed a $7,713 amendment increasing the Allen Harbor contract to $227,000 due to higher volumes.
Route 39 was reopened after intersection work; final striping and punch‑list items are weather‑dependent with some permanent features scheduled after Labor Day. The DOT‑managed Safe Routes to School project will widen sidewalks and install granite curbs on several streets; pre‑construction work on Sell Street is expected next month with contract completion projected November 2028.
Jay also announced that six bylaw amendments from the annual town meeting were submitted to the Attorney General’s office for review and that the town’s Local Comprehensive Plan was certified by the Cape Cod Commission on June 25. Residents interested in Phase 3A were invited to the upcoming public information session.
