Selectmen approve one‑year Depot lease; historical society to pursue engineering grant

Robinson said the society’s immediate goal is an engineering assessment to identify structural issues and cost estimates, noting, “our first plan with the preservation group would be to get an engineering study” to inform future grant applications and repairs.
A board member reviewed New Hampshire RSA 41:11‑a, explaining that selectmen can execute leases of one year or less but multi‑year leases typically require prior authorization by the legislative body (a warrant article) or documentation that such authorization already exists. The board examined the existing agreement language and DRA records and concluded the town should not commit to a five‑year lease without a warrant article.
After discussion about the society’s grant timeline and the relatively small size of an engineering grant (Robinson said it’s “only like $10,000 or so”), a selectman moved to approve the agreement with the Sandown Historical Society for occupancy of the Depot with the five‑year term changed to a one‑year term. The motion was seconded and approved by voice vote.
Tim Robinson said he will sign a copy of the agreement and deliver it to town staff; the society will proceed with the engineering grant application this year and may ask the board for a warrant article next March to authorize multi‑year leases for that property.
The board also agreed to provide a letter of support and historical context for grant applications, and to work with the society to document the building’s history and condition.
