Staff said BFNS will continue the inventory work for the southern watershed under Task Order 2026-01; the board approved the task order and the associated work scope. Separately, the board approved Task Order #12 to study septic-system elimination and to develop baseline cost estimates and program parameters, with a not-to-exceed amount discussed in the meeting (staff reported approximately $91,391).
On a related issue, consultants presented a proposed sump-pump program to reduce inflow and infiltration from residential sump pumps by combining detection (smoke testing, camera inspections), public education, and potential incentive structures. Board members emphasized detection challenges, the need for neighborhood-targeted approaches, and the tradeoffs between incentives and penalties. The board voted to table the sump-pump task order to allow additional discussion and input from staff and stakeholders before returning with a tailored draft.
Consultants noted the program scope is intentionally flexible, and staff will provide a draft policy and detection options for board review.
