The Hobart City Redevelopment Authority voted to find that the property at 2711 West 37th Avenue, owned by Regional Data Management LLC, is blighted in an economic sense under the RDC statute so the commission can move forward with appraisals and potential acquisition as part of a proposed tax-increment financing (TIF) redevelopment strategy.
Legal counsel explained the procedural requirements: the owner is a "willing seller," appraisals and title reports are needed before purchase, and the commission must make a formal finding that the parcel is blighted to exercise RDC acquisition powers under the relevant statute (cited in meeting as section 19.5 of the RDC statute). A motion to declare the parcel blighted was seconded and approved by voice vote; staff said the city is working on appraisals and title work before any purchase.
The commission also approved the register of claims (total transcribed as about $280,409.46) including supplemental funding and engineering invoices, and it approved bond requisitions (requisition nos. 76 and 77) related to lease/rental bond contributions for ongoing projects. Motions on claims and requisitions were moved, seconded and approved by voice votes.
In staff updates, the commission was told that closing on Greenwood parcels is scheduled for Wednesday, ongoing negotiations on city-owned parcels are near completion pending updated title reports, and that a state bill discussed in the meeting was represented as increasing residential TIF availability from a 20-year window to 25 years; the speaker stated the bill has been signed by the governor. Staff also reported continued development interest along several corridors and progress on a CRM implementation for commission records.
Next steps: staff will proceed with appraisals and title work for West 37th Avenue, process the approved claims and requisitions, and return updates in subsequent meetings.
