Three Oaks water projects advance; lagoon nearly complete with 10% payment holdback discussed

Village public works staff updated the Public Service Committee on ongoing water and sewer work and near-term capital projects.
Staff said the Hickory Street valve and water main replacement project will be advertised for bids shortly and that a local contractor, Oselka, has expressed interest in bidding. Staff also reported that security improvements at the water plant — including rekeying doors — are complete and that additional LED lighting quotes are being obtained.
Staff discussed several operational upgrades tied to the AT&T copper-line phase-out, including plans to convert alarms to cellular service. Well #4 will be evaluated in the spring; staff said valve mapping is incomplete and that spring cleanup will include a mapping update.
On the lagoon project, staff reported the work is mostly completed but recommended holding back 10% of the final payment (as permitted by contract) to cover potential defects, citing driveway damage the contractor allegedly caused during the project and a recent heavy rain event on Dec. 28 that triggered pump activation and overflow management. Staff also noted a generator replacement has been ordered and is expected to arrive soon.
The committee reviewed these updates but did not take a formal vote on project acceptance or final payments during the meeting; staff will follow up with contract administration steps as needed.
