The Algood City Council voted to award a sewer rehabilitation contract to John T. Hall Construction for $951,650. According to the council packet and discussion, the project will use pipe-bursting techniques to replace deteriorating sanitary sewer lines, reestablish house service connections and seal leaking manholes.
City staff presented the project as funded primarily by TDEC ARP funds (reported at approximately $966,530.47). The work described to council covers roughly 3,500 linear feet of sewer main and about 55 manholes that will either be rebuilt or rehabilitated depending on condition. The plan includes pulling a new pipe through the existing alignment and tying service connections to the new line with fusion joints.
Staff told council the project should reduce stormwater infiltration into the sewer system and lower operating costs over time, but that the contract price plus engineering, inspection and other fees will likely exceed the ARP funds by an estimated $125,000–$175,000. Council approved the contract award by voice vote.
Council directed staff to proceed with contracting per the city procurement rules and noted additional phases will be needed to address the full extent of sewer system repairs.
Next steps: Public Works will coordinate construction scheduling, final plat/service reconnections and inspection. Any necessary budget amendments to cover additional fees beyond ARP funds were flagged for future council consideration.
