Three Oaks approves letter supporting county-administered Oakfield workforce housing Brownfield plan

The Three Oaks Village Council on Feb. 11 authorized Village President Graziano to sign a letter of support to Berrien County Community Development for a proposed Oakfield workforce housing development by Allen Edwin Homes and a related Brownfield Tax Increment Financing plan.
Village staff told the Council the Brownfield district and any TIF administration would be handled by the County and that the Village itself would not receive TIF proceeds. Council members expressed support for a workforce housing proposal while noting that a formal resolution will be required at a future meeting.
Public commenters had earlier asked whether other local projects—specifically Schwark Road—are considered Brownfield developments and whether the Village could negotiate additional community benefits. Faulkner responded during public comment that the Schwark Road project is considered a Brownfield development and that tax abatements or grants would be pursued through county and state channels, with further review by the Planning Commission.
The letter of support directs staff to forward the document to county officials; Council did not commit Village TIF funds and reserved formal action on a resolution for a later date.
