Three Oaks council authorizes MDOT resurfacing contract for South Elm Street, funds and ADA ramps outlined

Three Oaks Village Council on Feb. 11 approved an agreement to move forward with resurfacing South Elm Street and installing ADA-compliant curb ramps, authorizing Village President Graziano to sign MDOT Contract No. 25-5664 and related documents.
Village Manager Andrew Rudd told the Council the need for the project was identified using PASER pavement-condition ratings conducted by the Southwest Michigan Planning Commission. Council Member Jones read the contract funding breakdown: about $230,500 in federal funds, $30,871 in state funds and a local contribution of roughly $20,000.
The vote to authorize the president to sign the contract was moved by Council Member Thomas, supported by Council Member Jones, and carried unanimously. The motion record lists aye votes from Niemzyk, Kramer, Thomas, Hinman, Jones, Springer and Graziano.
During discussion, Council members pressed staff about coordination with work on North Elm Street. Rudd clarified that North Elm is not part of this MDOT contract; planned work there is limited to ADA curb ramps and targeted sidewalk improvements where identified for compliance and does not include full sidewalk reconstruction. He also said temporary cold-patch repairs may be used to address potholes until asphalt plants reopen in spring.
Council Member Kramer emphasized the importance of long-term durability in roadway construction standards as future projects are planned.
The contract approval directs staff to proceed with state coordination and schedule work under the terms of MDOT Contract No. 25-5664. The Council did not set a separate local funding schedule during the meeting; the local contribution was described as approximate and will be finalized as contract documents are executed.
