Fraser Board approves $3.29 million site renovation contract, cooperative recreation agreement and multiple personnel actions

The Fraser Board of Education voted Dec. 9 at Eisenhower Elementary to award a $3,292,827 contract for Fraser High School site renovations, approve a cooperative agreement with a regional recreation authority and approve a package of personnel actions and financial transactions.
The actions, taken by unanimous roll call of members present, cover capital work at the high school, a multi-year recreation partnership, new hires and retirements, and the authorization of $4,908,071.81 in district bills.
The board awarded Bid Pack #3 — "Fraser High School Site Renovations" — to T&M Asphalt Paving, Inc. for $3,292,827 after Operations & Maintenance Director Jim Birko introduced contractor teams from Wakely Associates and Barton Malow who were present to answer questions. The motion to award the bid was made by Dan Stawinski and seconded by Katie Moco and carried with a unanimous vote of members present.
Separately, the board approved a cooperative agreement among the Recreation Authority of Roseville and Eastpointe, Fraser Public Schools and the City of Fraser that will run Jan. 1, 2025 through Dec. 31, 2028. Superintendent Carrie Wozniak summarized talks with Tony Lipinski of the Recreation Authority and Chris Delmage of the City of Fraser Parks and Recreation about expanded program offerings and resident-rate access for Fraser students; the agreement was approved on a motion by Todd Koch, seconded by Katie Moco.
On personnel matters the board approved two new hires at Eisenhower Elementary — Ruth Taylor, second-grade teacher (effective Nov. 1, 2024), and Heather Turner, fifth-grade teacher (effective Nov. 5, 2024) — and accepted retirements and resignations including Nicole Crane (teacher, Richards Middle School) and Jimmie Shack (custodian, Fraser High School). The board also authorized the superintendent to execute third-year probationary contracts for four staff members and approved a tenure contract for Windiellen Stallman. Those motions carried unanimously.
The board authorized bills across funds totaling $4,908,071.81 (General Fund $4,543,994.80; Food Service $320,119.78; Student/School Activities $37,365.77; Debt Retirement $65.22; Capital Projects $6,526.24) on a motion by Katie Moco, seconded by Todd Koch. The financial report was subsequently accepted and filed.
All formal motions recorded that evening passed with "Ayes: All; Nays: None." Board members present were Scott Wallace (president), Todd Koch (vice president), Daniel Stawinski (secretary), Abigail Wasil (trustee), Katie Moco (trustee) and Rebecca Jensen (trustee); Treasurer Robyn Norbeck was absent.
The board also approved a Fraser High School baseball field trip to Clearwater, Florida, scheduled for March 24–27, 2025, and reviewed routine miscellaneous business before adjourning at 8:41 p.m.
