Fraser Board approves retirements and leaves, adopts 80%/20% PA 152 insurance resolution, appoints auditors and accepts financial report

At its April 21 meeting the Fraser Board of Education approved a retirement and resignation, granted two leaves of absence for 2025-26, adopted an 80%/20% insurance contribution resolution under 2011 PA 152, appointed Buss & Company, P.C. as auditors for the year ending June 30, 2025, and accepted the financial report; several items were unanimous.
The Fraser Board of Education at its April 21, 2025 regular meeting approved a package of personnel and financial actions and adopted an insurance contribution resolution under state law.
The board approved the retirement of Celeste Hoopingarner, Special Education Aide at Eisenhower Elementary, effective April 18, 2025; the minutes record her hire date as October 27, 2000. The board also accepted the resignation of Amanda Miglio, a bus driver at the district’s bus garage, effective April 3, 2025; the minutes list her hire date as September 11, 2024.
The board approved leaves of absence for the 2025–2026 school year under the collective bargaining agreement for Erica DeFrain, psychologist at Edison Elementary (hire date listed as November 8, 2019), and Lisa Short, English teacher at Fraser High School (hire date listed as August 23, 2005). Each leave is recorded as August 2025–June 2026 and noted as a first year of absence.
On district benefits policy, the board adopted a resolution declaring an 80%/20% insurance contribution election under 2011 PA 152, as recommended in the agenda. The motion to adopt the PA 152 resolution was made by Todd Koch and supported by Abigail Wasil and is recorded as unanimous (Ayes: All; Nays: None).
On finance, the board appointed Buss & Company, P.C. as auditors for the year ending June 30, 2025, on a motion by Kathleen Moco supported by Todd Koch; the board also accepted and filed the district financial report on a motion by Rebecca Jensen supported by Abigail Wasil. Both actions are recorded as carried unanimously.
Under committee reports the board scheduled a Policy Committee meeting for May 5 at 6 p.m. During non-agenda public comment parent Molly Magnotte reported that Richards Middle School and Fraser High School students who competed at Michigan History Day performed well and that many qualified for the national competition.
The meeting record shows the board adopted a resolution to move into closed session under the Open Meetings Act section 8(c) regarding negotiations; a motion to adjourn to closed session at the end of the meeting passed on a roll-call vote with Ayes recorded as T. Burrows, R. Norbeck, T. Koch, S. Wallace, R. Jensen, A. Wasil and K. Moco and Nays recorded as none. The board adjourned to closed session at 8:32 p.m., returned to open session at 9:26 p.m., and adjourned the meeting at 9:27 p.m.
