Village steps aside as State reviews Stop 42 beach structure; owner says permits applied for

Council President Tim McCarthy added the item as new business and said the Village would step aside while the State reviews the situation. During public comment, resident Kathleen Hogan Morrison asked whether the Village was doing anything and whether residents should contact the Michigan Department of Environment, Great Lakes and Energy (EGLE). McCarthy said he could not direct individual residents and that the Village must let the State process run its course.
Resident Bill Schutt urged the Village to note that it owns the roads in the area and that a road still exists where the structure was built. Building Inspector Bill Lambert told the council the structure at Stop 42 had been permitted to a different address than where it was actually built, a discrepancy he raised in his department report.
Caroline Rogers, who identified herself as the landowner where the structure sits, said she had applied for a permit with EGLE and the Building Department and that she did not realize she had done anything wrong. Resident Matt Brown asked whether the Village would intervene if EGLE approved the project; McCarthy repeatedly said the Village must await the State review and could not answer that hypothetical.
Lynn and Joel Altschul later voiced “extreme concern” about the Stop 42 structure during general public comment, underscoring ongoing community unease. No formal action or vote on the structure was taken; the council added the update to the agenda to receive information and will await the State's determination.
The council received the Building Inspector’s report noting the permitting discrepancy; beyond that, no enforcement action or timetable was announced during the meeting.
