Michiana council approves up to $40,000 for park irrigation, grading and hydroseeding

The Village of Michiana council on Sept. 6 approved a park renovation project that will install an irrigation system, regrade and hydroseed the main lawn with a contract not to exceed $40,000.

Council member Mike Mumper outlined the work, saying contractors Down to Earth and Serviscape presented proposals of $19,000 and $20,260 respectively; Mumper amended his motion to cap total spending at $40,000 and the council approved the amendment by roll call, 5–0. Mumper said the project area will be fenced once work begins and kept closed until spring to allow the new grass to establish; playgrounds and the pickleball court will remain open with temporary access routed along Cherokee and the basketball area.

Tim McCarthy said proceeds and donations are being used to support village improvements. A resident who asked to remain anonymous contacted Mumper with a pledge of a substantial donation to the great lawn project; Mumper said he will apply that donation alongside funds budgeted in capital improvements.

The council also discussed timing and design details: the irrigation will be set on timers and zoned for sun and shade, and Mumper said he will oversee maintenance. Nancy Thill of the Tree Board said new trees purchased through a grant will be planted Sept. 24 and the board is preparing final grant paperwork due Sept. 30.

The vote follows prior conversation about the Village Hall renovation, where new lighting and fans will be installed and fundraising sales (including historical wagon-wheel lighting and posters) will continue to support renovation costs.

The council scheduled follow-up as needed; staff will oversee fence installation and contractor schedules to align with weather-sensitive seeding windows.
