Algood awards $1.52M contract for Buck Mountain tank and booster-pump upgrades; seeks larger county contribution

Mr. Morrison told the council WO Construction’s original low bid was about $1,638,000 and that the contractor offered a $110,000 deduction if the council eliminated an additional interior coating inside the tank and a further modest saving by changing the exterior finish from brick to split-face block. The county has agreed to consider increasing its prior commitment (originally $500,000) to $800,000; if the county does not increase its share the city would pick up more of the total project cost.
Mr. Morrison framed the project as a capacity and reliability need: the system currently pumps roughly 115,000 gallons a day on the mountain and the pumps are running about 22 hours a day, which places strain on the aging infrastructure. Council discussion addressed contingency, cost-sharing with Putnam County and whether to make the award contingent on final county funding; legal counsel and staff recommended awarding to the low bidder and accepting the negotiated change order.
A motion to award the contract and accept the change order carried in the meeting record; affirmative votes were recorded from Miss Walker, Councilman Williams, Councilwoman Hawkins and Vice Mayor Hill. Council instructed staff to coordinate final contract documents and to continue negotiations with Putnam County on funding allocation.
