Commission approves a package of position exemptions, pay policies and job appointments

The Louisiana State Civil Service Commission approved a broad slate of requests at its July 1 meeting, including exemptions of positions to the unclassified service, several job-appointment extensions tied to federal grants, a recurring overtime arrangement for expedited permit work, and multiple rewards/recognition and optional-pay policies.
Among the approvals: a chief operating officer and special-projects officer for DOTD were exempted to the unclassified service (items 7–8); two manager positions for the Department of Culture, Recreation and Tourism were approved (item 9); LDH was authorized to create regional chief-executive positions and a chief legal officer for legislative affairs (items 10–11); the Louisiana School Employees Retirement System had its chief investment officer and executive counsel exemptions extended (items 14–15); and the Department of Conservation’s expedited-permit overtime program was reauthorized (item 25). Several smaller agency policies and rewards/recognition requests were also approved.
Where required, the commission recorded motions, seconds and then passed items with no recorded objections. Staff noted that many of these requests reflect reorganizations authorized in recent legislative sessions or continued use of director-delegated authorities.
A handful of items had condensed discussion but no recorded dissent. The commission set effective dates according to memo recommendations and, where applicable, directed staff or the director to set implementation dates and issue implementation instructions to agencies.
