Chief Operator Isaac Golding said a dye test confirmed the property was connected to the town sewer and that records show the connection date as June 1, 2016. Town staff reconstructed account balances using prior operators’ spreadsheets and billing books and traced billable service back to July 1, 2016. Division of Local Services referred the commission to Town Counsel Jeff Blake, who advised that the original work order constitutes a contract and permits billing for prior years; the seller may contest the charge, and staff can adjust bills or place a lien if required.
Commissioner Bernard (Bernie) Boudreau moved to issue the $8,238.57 bill; Commissioner Mitch Damon seconded. The motion carried unanimously and the commission signed a single-bill commitment for staff to issue the charge; the bill was dated April 9, 2026. Commissioners noted at least one other property connected in June 2016 with unpaid charges and directed staff to investigate that account.
The commission’s action reflects its determination to pursue shortfalls where historical records and physical testing show a connection. The vote authorizes billing and preserves staff options to adjust or lien the property if the billed party contests the assessment.
