Committee hears staffing and enrollment updates; administration flags possible grievance over snow-day pay

Grand Haven Area Public Schools’ Board Labor & Policy Committee on Feb. 3 received staffing and enrollment updates and was told administration may face a grievance over snow‑day pay.
The committee was informed that Rachel Mouradian has been hired as a GSRP teacher at Duneside Discovery Center. Administration reported nine staff provided early retirement notifications for the end of the school year and the district expects it can absorb five of those positions.
On compensation, the administration described a snow-day pay memo circulated to hourly staff. Among hourly-paid agreement groups only the secretaries are paid on snow days, while pay practices for other hourly groups vary; the Business Office is discussing options with employee representatives. Jason Reinecke informed the committee that, following meetings with the Grand Haven Education Association (GHEA) and the Michigan Education Association (MEA), administration is aware of a potential upcoming grievance from an employee.
On enrollment, Thru Consulting is conducting a study to identify families who have left GHAPS and will gather grade-level data, send emails and a survey to former families, and invite face-to-face interviews.
Next steps: the district will continue Business Office discussions about snow-day pay and will proceed with the enrollment outreach and interviews; no formal staffing actions were recorded during the meeting.
