Town of Iowa honors retiring attorney Eugene "Gene" Bouquet and introduces successor

The Town of Iowa honored longtime Town Attorney Eugene "Gene" Bouquet at its Aug. 25, 2025 meeting, presenting him with a proclamation and a departing service award and proclaiming Aug. 29, 2025 as Eugene "Gene" Bouquet Day.
Mayor Douglas N. Watkins invited several people to speak in tribute, including Prior Mayor Racca, Chief of Police Keith Vincent, Magistrate David Olney and council members Julie Fontenot, Joe Becnel, Vernessa Guillory, Daniel Hennigan and Gerald Guidry. Mr. Bouquet addressed the assembly and thanked those in attendance.
Mayor Watkins then invited incoming Town Attorney Russell Stutes III to come forward. Mr. Stutes said he recognized he "had big shoes to fill" succeeding Mr. Bouquet and answered a few questions from citizens about his role. With no further business, the council adjourned at 7:15 p.m.
The recognition was ceremonial; the meeting record shows the council publicly thanked the outgoing attorney and introduced the successor but does not record any formal appointment language beyond the introduction and public remarks.
