Iowa council approves application for up to $2.5M planning grant for local projects

The Town of Iowa council voted unanimously on Aug. 25, 2025, to authorize Mayor Douglas N. Watkins to apply for and accept a Rural and Tribal Assistance Pilot Program grant administered by the U.S. Department of Transportation.
Mayor Watkins clarified to the council that the grant request is for planning activities rather than construction. Resolution 2025-10 authorizes the mayor to apply for and accept non-matching federal planning funds up to $2,500,000 to support project development and planning for an Emergency Operating Center, a boulevard, utility infrastructure improvements and local economic development initiatives.
Council Member Julie Fontenot moved to approve the resolution; Council Member Joe Becnel seconded the motion, which passed unanimously. The resolution text states that the funding can assist communities that lack local resources to advance projects for federal funding and financing programs. The council did not record any public opposition during the meeting.
Next steps will include preparing and submitting the formal application and, if awarded, undertaking federally eligible planning work for the projects named in the resolution.
