The Town of Iowa’s council voted unanimously July 14 to adopt Resolution No. 2025-09, authorizing Mayor Douglas N. Watkins to apply for and accept up to $150,000 in non-matching planning funds from the Delta Regional Authority’s 2025 Strategic Planning Program Grant.
Mayor Watkins read the resolution, which says the program can assist with master planning and infrastructure problem-solving for economically distressed communities. Residents asked clarifying questions about what the grant would cover and whether it would fund construction of the emergency operations center itself or only related road and utility work; Mayor Watkins described the grant as covering the planning phase and discussed the general plan for the emergency operations center and associated infrastructure.
The resolution text recorded in the minutes authorizes the mayor to apply for and sign required documents for the non-matching grant of up to $150,000 and was approved on a motion by Joe Becnel, seconded by Gerald Guidry. The council recorded the approval as unanimous.
The minutes name the Delta Regional Authority as the grant partner; no implementing agency list or specific tenant agencies for the planned emergency operations center were identified at the meeting. The council directed the mayor and staff to proceed with the application and planning steps the grant would enable.
