Hebron council adopts two-hour parking on East Main and creates temporary part-time administrative post

At the May 8 council meeting, Hebron adopted Ordinance 13-24 (two-hour parking on East Main Street) and adopted Ordinance 14-24 to create a temporary part-time administrative position (declared an emergency); both measures passed unanimously. The Village of Hebron Council on May 8 unanimously adopted two ordinances and heard an initial resolution regarding the police levy.
Councilmember Annelle Porter moved to adopt Ordinance 13-24 to establish two-hour parking on a section of East Main Street and to erect signage; Councilmember Jerry Carpenter seconded the motion, and a roll call vote showed all councilmembers present voting in favor. The ordinance was adopted.
The council then considered Ordinance 14-24, which establishes a temporary part-time administrative position and declares an emergency. Councilmember Porter moved to suspend the three readings; Councilmember Stacy Stoner seconded, and the suspension carried on a unanimous roll call. Councilmember Jerry Carpenter moved to adopt Ordinance 14-24 as presented; Mrs. Porter seconded and the adoption also passed unanimously.
On first reading the council received Resolution 24-07, described as a measure to replace the existing police levy in excess of the ten-mill limitation; no final action was taken on the resolution at this meeting.
Other formal actions: the council approved the April 17, 2024 Combined Council Committees Meeting minutes and acknowledged the April 2024 bank reconciliation (both by unanimous roll call votes). The council also voted to schedule a Planning & Zoning public hearing for June 12, 2024 at 5 p.m. to consider rezone recommendations from the Planning & Zoning Board.
Votes were recorded as unanimous among councilmembers present (Randy Wolf, Jerry Carpenter, Annelle Porter, Stacy Stoner and Kenney Nauer).
