Hebron planning board approves Hebron Landing site plan and rezones National Road parcel to commercial

The Village of Hebron Planning & Zoning Board on May 12 unanimously approved the final site plan for the M/I Homes Hebron Landing development and voted to rezone 3480 National Road (Parcel 078-329550-00.001) from M1 (Manufacturing 1) to GC (General Commercial).
The board approved the Hebron Landing site plan on a motion by Mayor Valerie Mockus, seconded by board member Randy Wolf, after Economic & Community Development Director Brittany Misner asked that the approval be conditioned on confirming modifications to exterior lighting. The vote was unanimous in favor from Chair Rick Stoner, Scott Jacobs, Randy Wolf and Mayor Mockus; Vice Chair Mike McFarland was excused.
Brittany Misner told the board that outstanding emails remain about additional lighting changes and that staff should confirm those edits before final implementation. Max Block of M/I Homes briefed the board on plan revisions, including widening internal paths to meet code, designating Christopher Drive as emergency-access-only with a 20-foot gravel drive and bollards (the fire department will retain a key), and placing horse fencing along the western property line and around an on-site oil well for safety. Resident Todd Messenger told the board he "doesn’t feel this is a good fit for the community," and pressed for "something more secure" than the planned fencing, additional buffering to reduce dust where land uses differ, and clarification about a stub road that he said had been expected to remain grass.
The same meeting also considered a zoning amendment for 3480 National Road. Scott Jacobs moved to approve the rezoning from M1 to GC and Mayor Mockus seconded; the motion passed unanimously with the same voting pattern. Misner said the parcel is consistent with the village's future land use map and that the landowner has discussed splitting the lot but has not submitted formal plans.
During visitor comments, Messenger asked for updates on the Pulte development; Misner said final design is progressing and a public hearing is likely in June or July. She noted that Microsoft-related news has paused some regional development and that the village council adopted a two-month moratorium on residential annexations to allow updates to the future land use map. Misner listed in-progress projects including Canal Crossing finishing and a National Church Residency senior living project under construction.
Procedurally, the board opened the public hearing but took no final action during the hearing itself; the two approvals were made after reconvening into the regular meeting. The board approved the January 6, 2025 minutes earlier in the session on a motion by Randy Wolf and seconded by Scott Jacobs, and adjourned at 6:34 p.m. The next regular meeting is scheduled for June 2, 2025, at 6:00 p.m.
