The Village of Hebron Planning & Zoning Board voted unanimously on Nov. 3 to approve final site plans for a Community Bank development on parcel 075-344754-00.142, provided the applicant addresses outstanding items listed in the November 3, 2025 Final Site Plan Review #2 GPD Group comment letter.
Mayor Valerie Mockus moved to approve the plans with the conditions in the GPD Group letter; Board member Scott Jacobs seconded. The motion carried on a 5–0 vote by members Chair Rick Stoner, Vice Chair Mike McFarland, Randy Wolf, Scott Jacobs and Mayor Valerie Mockus.
Economic & Community Development Director Brittany Misner told the board that GPD Group had submitted a comment letter identifying items that remain to be addressed and recommended conditional approval. Scott Sands, an engineer with Sands Decker representing the applicant, confirmed that the proposed direct access off Route 40 had been approved by the Ohio Department of Transportation and that the project includes a drive‑through.
The board opened a public hearing on the Community Bank plans earlier in the meeting and explained that the hearing itself would not produce a decision; the board may act during the regular meeting or within 30 days. After hearing staff recommendations and the applicant's confirmations, the board returned to regular session and approved the plans with the stated conditions.
Other routine business at the Nov. 3 meeting included approval of July 7 and Sept. 8, 2025 meeting minutes, a monthly report from Economic & Community Development Director Brittany Misner, and a zoning attorney report from Village Zoning Attorney Julie Donnan. No visitors offered public comment. The board set its next regular meeting for Dec. 1, 2025, at 6:00 p.m. and adjourned at 6:54 p.m.
