Hebron council adopts temporary moratorium on residential annexations

The Village of Hebron adopted a temporary moratorium on new residential annexation petitions on March 12, 2025, seeking time to finalize the village's Comprehensive Plan and future land use map.

Mayor Valerie Mockus said the village spent significant time developing the Comprehensive Plan and future land use map and that the moratorium will “put a pause on additional residential annexation while we work on the land use map,” allowing staff and elected officials to shore up the map before new annexations proceed. The ordinance was introduced and the council voted to suspend additional readings before taking final action.

Councilmember Andrea Chapman moved to adopt Ordinance 05-25 and Stacy Stoner seconded. The motion passed by roll-call vote with all councilmembers present voting in favor (Randy Wolf — yes; Annelle Porter — yes; Andrea Chapman — yes; Jerry Carpenter — yes; Stacy Stoner — yes; Kenney Nauer — yes).

Resident Ken Crouso, who lives in the mobile home park at the east end of town, expressed concern about rising taxes and the preservation of the village’s small-town character, saying the cost pressures could force some long-term residents to leave. Mayor Mockus said she would follow up on residents’ concerns.

Ordinance 05-25 is intended as a temporary pause; the ordinance sets no specific sunset date on its face in the discussion recorded at the meeting. Council did not record any amendments during the meeting. As this ordinance was adopted at the meeting, next steps include applying the updated land-use decisions developed through the Comprehensive Plan process before entertaining further annexations.

The council also discussed other agenda items during the same meeting, including a rezoning ordinance adopted on third reading, first readings of two resolutions and routine financial acknowledgments. The meeting adjourned at 6:49 p.m.
