Rio Communities council briefed on state ICIP posting; agenda approved after mayor breaks 2–2 tie

Rio Communities City Council members heard a briefing on the Infrastructure Capital Improvement Plan process and were told the state requires candidate projects be posted on a public website before the next phase of prioritization.
Dr. Moore told the council that the ICIP submission runs in two parts and that the item on the special-meeting agenda is intended to register projects in the state system so they will be recognized as possible capital projects in January. "This is just getting projects into the system so the state will recognize those projects as possible capital projects in January," Dr. Moore said.
Dr. Moore said councilors can add projects, remove them or change dollar amounts later and that the state will accept revisions through July 28. "They're going to give us all the way until July 28th," he said, adding that the current posting is not the final funding decision but an administrative step to list candidate projects.
The briefing included an explanation for the timing change: staff said the state moved to earlier postings because, in prior years, many municipalities submitted project lists at the last minute, creating errors and forcing state personnel to work late-night corrections. A staff member summarized that the earlier posting is intended to streamline the process and reduce those last-minute problems.
The meeting opened with roll call and a procedural vote to approve the agenda. A motion to approve the agenda was made and seconded; Councilor Nelson and Councilor Marquez voted "no," Councilor Melendez and Councilor Gordon voted "yes," producing a 2–2 tie that Mayor Ramsaw broke by voting "yes," and the agenda was approved.
Councilor Marquez objected to considering the ICIP during a special meeting and said, "I think the the um IC needs to be moved to a uh regular business meeting rather than during special meeting." That request was noted during the agenda vote; staff reiterated that councilors will have additional regular meetings to review and edit the listed projects before the July 28 deadline.
The council did not take a final vote on the ICIP projects themselves during this session; next steps are for staff to post projects on the state site and for councilors to review, propose changes and return to the council in upcoming regular meetings before the state’s July 28 cutoff.
