Livingston County Ways & Means committee hears clean audit, approves petty cash closures, lease and financial items

The Livingston County Ways & Means Committee on June 22 heard a presentation of the county’s December 31, 2025 audited financial statements and approved a series of routine financial actions, including closing several small petty cash accounts, authorizing a month-to-month lease with the Town of Geneseo and approving Abstract of Claims #6B.

A representative of Bonadio presented the audit after County Treasurer Amy Davies introduced the auditors. A Bonadio representative described the FY2025 report as "a very positive, clean audit" and outlined audit highlights, including discussion of deferred expenses on the balance sheet.

The committee voted to amend Resolution No. 2026-24 to close petty cash accounts that departments no longer need because purchases are made with P-cards. The resolution identified three custodial accounts to be closed immediately: Board of Supervisors/County Administrator (custodian Michele Rees) $150.00; Central Services (custodian Dana Henry) $150.00; and Planning (custodian Alexandria Schoonover) $125.00. The measure was moved by Mr. Pangrazio, seconded by Mr. DiSalvo and carried.

County Attorney John Lockhart presented a resolution authorizing the chairman to sign a lease with the Town of Geneseo for roughly 7,500 square feet at 4630 Millennium Drive, Geneseo, beginning July 1, 2026, on a month-to-month basis. The lease sets rent at $6,274.40 per month with a 3% increase each January while the lease remains in effect. The committee approved the lease after a motion by Mr. Gott, seconded by Mr. Pangrazio; the motion carried.

County Administration (Shannon Hillier) brought several finance items before the committee. The panel approved Abstract of Claims #6B, dated June 24, 2026, in the total amount of $2,881,931.10. The committee also approved budget amendments for multiple departments (County Historian, Office for the Aging, Sheriff’s Office, Social Services) and authorized two transfers for the Office for the Aging. Those motions were moved and seconded as noted in the meeting record and carried.

Hillier also provided departmental updates: staff are organizing a Mt. Morris dam tour on July 22 at 10 a.m.; the county has received a summons and complaint related to an older foreclosure alleging an unconstitutional taking, NYMIR has refused the claim, and incoming County Attorney Matt Lenahan will review the matter when he begins.
