Livingston County to seek OCR/CDBG funds for two Geneseo coffee projects; one supervisor abstains on second project

The Livingston County Board authorized two separate grant applications to the New York State Office of Community Renewal (OCR) at its June 10 meeting to support downtown business projects in Geneseo.
Res. No. 2026-204 authorized submission of an OCR Community Development Block Grant (CDBG) application on behalf of Linden Coffee, LLC for an amount not to exceed $100,000 to support furniture, fixtures and equipment at 4172 Lakeville Road, Geneseo. The Livingston County Development Corporation (LCDC) will administer any awarded funds as a grant or deferred loan to the company per the resolution.
Res. No. 2026-205 authorized submission of an OCR/CDBG application on behalf of Cosmic Charlie (or an entity to be formed) for up to $100,000 to support furniture, fixtures, equipment and working capital for an expansion at 2 School Street, Geneseo. Geneseo Supervisor William Wadsworth was recorded as abstaining on Res. 2026-205 (abstention count shown as 785), with the roll call otherwise recorded as Ayes 4,269; Noes 0; Adopted.
Both resolutions designate the county chairman as the Certifying Officer responsible for federal environmental review activities associated with the projects and require County Attorney review of grant agreements. The Board previously conducted a public hearing on June 10 to solicit input on the county’s CDBG proposals; no members of the public testified and the hearing was left open until the meeting’s close, when the chairman closed it with no comments.
