NORWALK, July 1, 2026 — The Land Use Committee voted to increase the owner contingency for Newfield Construction Group LLC’s guaranteed maximum price on the Naramac indoor-air-quality and HVAC state project (1030033) by up to $260,233.90 to add air conditioning for the school gym.
Committee members were told the gym air-conditioning work was not included in the initial design and budget but was priced by the project mechanical contractor and pared down by the design team. Staff said they reviewed an itemized price, negotiated reductions from the original proposal, and consider the resulting amount competitive and appropriate for the scope.
Staff (Dan, city facilities/engineering) said the additional work can be funded through available project and temporary-improvement money and that the change is partially reimbursable at a 60% rate up to the approved grant value; whether the full amount will be reimbursable depends on final project accounting. Dan said the team expects to complete the work this summer and that the owner contingency was preserved for base-project risks while this add-on is funded.
Councilman Lopez moved the item. Members asked about schedule and market pricing; staff confirmed the work was reviewed in detail by city staff, the construction manager and the engineer. The committee approved the increase by unanimous voice vote.
Why it matters: adding gym air conditioning expands the building’s conditioned space and addresses comfort and use of large-assembly areas; the action increases project costs and changes funding and reimbursement calculations for a state project.
