Commission defers formal motion on saving runner-up utility-box design; agrees to add resubmission language to future calls

At its July 1 meeting, the North St. Paul Arts and Culture Commission discussed whether to preserve a runner-up design (identified in the subcommittee as applicant #7) for a future Silver Lake utility-box wrap and whether a formal motion was required.

Commission member Laura String reminded the group that the subcommittee had flagged a second submission they wanted to preserve for a later opportunity. Commissioners debated two options: (1) explicitly reserve the submission for the next utility-box call or (2) add a standard sentence to future calls inviting earlier applicants to resubmit prior materials. Members cautioned that using prior work without clear public notice could be seen as unfair; several members said an open call is typically the ethical default but that direct outreach to the artist could also be appropriate if the opportunity is not part of an open call.

The commission chose not to take a formal vote at the July 1 meeting. Instead, members directed staff to clarify the process with staff contact Ken and to add resubmission language to future calls for artists so that earlier applicants know they may resubmit prior work. Commissioners also noted the option of seeking permission from an artist to reuse an admired piece on a future box if an open call is not held.

The discussion addressed ethics of artist selection, options for future calls and the mechanics of outreach; no funds were committed and no binding decision about applicant #7 was recorded. The item will be revisited once staff confirms process and/or when a specific utility-box project is scheduled.
