House Appropriations Committee advances five bills, refers packages to the House floor

"We have house bill 12 39, which prohibits homeowner associations from prohibiting or restricting the installation or use of solar energy system," the executive director said, and described House Bill 21 46 as one that "amends the Sunshine Act to clarify what governmental entities may add to an agenda during a meeting," and House Bill 25 58 as establishing the "broadcast free market agreement act." The executive director also summarized Senate bills 9 71 and 9 72, which change audit filing dates for second-class townships and allow those townships to establish memorials to first responders.
Chairman Harris called up House Bills 12-39 and 25-58 as a package. "On these 2 bills, all Republicans will be voting in the negative. All the Democrats will vote in the affirmative, and therefore, the ayes will have it," Chairman Harris said, and announced that the package "will pass the committee" and be referred to the floor of the House.
He then called up House Bill 21-46 together with Senate Bills 9-71 and 9-72 as a second package. Chairman Harris said there were "No negative votes" on that package and stated that the three bills would pass the committee unanimously and be referred to the House floor.
The committee recessed and will reconvene at 11:30 to consider additional bills.
