Council continues several condemnation cases, removes one property after owner compliance

During the March 9 Vivian Town Council meeting, Officer Bobby Smith presented zoning and condemnation updates and recommended actions on multiple properties.
The council voted to continue the condemnation matter for 308 W. Moore St. for 30 days after Smith reported some improvements but no representative appeared; Raymond Williams moved the continuation and Samuel Hodge seconded. The council also continued the matter for 106 Kansas Ave. for 30 days after Smith reported the structure had been demolished and the owner’s nephew said he would remove building materials.
The new owner of 421 E. Texas Ave., Bobby White of Shreveport, appeared and made comments; Officer Smith reported that the original condemnation violations had been remedied and recommended removing the property from the condemnation list. Samuel Hodge moved and Robert Green Jr. seconded removal; the council approved the motion.
Smith also reported that the town would send a violation letter to the owner of 223 W. Arkansas Ave. for roof damage, that 422 Memory Ln. has a new owner who plans improvements and should be continued, that a notice will be mailed for fire damage at 202 Suemont St., and that 312a S. Pine St. requires additional paperwork (the owner Sam Curry asked for a continuance). Robert Green Jr. moved to continue 312a S. Pine St. to the April 13, 2026 regular meeting; the motion passed.
Officer Johnnie Hough later reported nine properties under review by code enforcement, four new cases opened, one case closed, and two cases scheduled for Environmental Court on March 18, 2026.
What comes next: The continued items are set for the council’s April 13, 2026 meeting; code enforcement will mail notices and follow up on the cases in Environmental Court as scheduled.
