Stockbridge council approves temporary police hire, personnel appointments, fee and multiple contracts

President Ogden called the Village of Stockbridge council to order at 7:00 p.m. Thursday and the council moved through a full agenda that included personnel decisions, contract renewals and financial resolutions.
The most consequential votes were unanimous. The council approved hiring Ezekiel Allen as a temporary, part-time police officer at $20 per hour while he attends Washtenaw Community College Police Academy, with a planned increase to $24 per hour after graduation and MCOLES licensing (motion by Councilmember Howlett; supported by Councilmember Cattell). The council also accepted the recommendation from the Village Manager to hire Santana Luettgen as village clerk at $28 per hour (full time, 40 hours/week) and Robyn Hanson as treasurer at $23 per hour (part time, not to exceed 32 hours/week). All three personnel motions passed on roll call with seven ayes and no nays.
On finance and administration, councilmembers adopted Resolution 2025-05-15.000 authorizing the treasurer to collect a 1% tax administration fee on the 2025 tax roll and future tax rolls (motion by Howlett; supported by Cattell). The council also authorized opening a ChoiceOne bank account for tax receipts (motion by Cattell; supported by Powers-Taylor).
The council voted to authorize accounting firm Yeo & Yeo to make an IRS payment related to the village's 2021 Form 941s for an amount not to exceed $11,000 (motion by Cattell; supported by Fairbotham). Council also approved paying the current bills presented at the meeting totaling $221,315.50.
On contracts and maintenance, the council accepted a Damon's Asphalt Maintenance proposal for asphalt patching at four addresses for $5,500 and approved renewal of the HydroCorp contract for the cross-connection program. The council adopted Resolution 2025-05-15.001 related to an MDOT grant with updated names and dates. For information technology the council approved Gracon quotes for equipment upgrades and cybersecurity measures (multifactor authentication and Ironscales anti-phishing) including training, not to exceed $2,000. All motions were passed unanimously.
The council recorded two items as tabled: consideration of special assessments and a Downtown Development Authority appointment; no action was taken on those items at this meeting.
