Council approves 60‑day confirmation rule for department heads after debate

The Monroe City Council approved Resolution No. 8761 on Aug. 13, establishing procedures that a department head nominee be confirmed within 60 days or be replaced. The motion was made by Mr. Muhammad and seconded by Mr. McFarland.
Council member McFarland said the rule is intended to prevent people from serving in department head roles long-term without Council confirmation. "Sixty days is the limit," McFarland said, arguing the rule closes a gap where individuals have served for years without formal confirmation.
Mrs. Ezernack said she could not vote for the resolution chiefly because she believes the 60‑day deadline may overstep the Council's authority under the city charter and said she would like an Attorney General's opinion. City Attorney Brandon Creekbaum said the mover could clarify his motion to reference the revised copy of the resolution that was distributed.
The resolution was approved with Mr. Harvey and Mrs. Ezernack recorded as voting nay and the remaining council members voting yes. Council members discussed next steps for seeking legal clarification and for ensuring civil‑service rules remain respected for positions (such as fire and police) governed by state law.
