Council moves to require contractor notices for fiber work; staff says ordinance language will follow

A council member raised concerns that residents are not getting notice when contractors begin boring for fiber or other underground work. The member asked whether the city receives maps, schedules and contractor contact information ahead of work so council members can help residents who call.
City staff said they will begin distributing permit approvals to the whole council and will require contractors to leave door-hanger notices listing the inspector’s name and contact information. Staff described drafting ordinance language to put the practice into code and aimed to have the measure reviewed in June; in the interim staff said it will ask contractors to start the notice practice voluntarily.
Staff also gave a construction and capital-project update: an industrial project is slated to begin May 18 under a contract with roughly 130 days of work; a water-tank project recently started and the city has approximately $6–6.05 million in active projects including tree work and other bids.
Council members said knowing who is working in a neighborhood improves responsiveness and accountability, and suggested requiring contact names and a clear reporting path so the city can track and, if necessary, require a contractor to stop work.
No ordinance was adopted at the workshop; staff said implementation steps and draft language will be advanced for the June meeting.
