Mayor proposes transferring small fairgrounds building to school board; flags Boys & Girls Club roof as safety concern

The chair told the council a small fairgrounds building adjacent to the area the school system plans to redevelop for baseball and softball is in poor repair and could pose a safety hazard. After consulting with staff, he said he would like the city to consider an intergovernmental transfer of the structure to the school board so the board can renovate or remove it.
"The back end of the building is falling in, so it is a bit of a safety hazard," the chair said, adding that the city would be fully liable if someone were hurt on the site. He said staff (Neil) will check title and property details and that he will bring a formal request for approval at the June meeting if council members have no objections.
Separately the chair raised the condition of the Boys and Girls Club building near the fairgrounds, stating the roof is gone and the facility is an eyesore. He estimated a new roof could cost about $200,000–$250,000 and suggested the school board might be willing to take responsibility for the property and rehabilitate it.
Council members discussed ownership and usage of various fairgrounds buildings (including Lions Club and Girl Scouts facilities) and noted portions of the fairgrounds transferred to the school system in a prior deal. No formal transfer or vote occurred at the workshop; the chair said he would present a draft intergovernmental-transfer document for council consideration at the June meeting.
