Council members said the changes are intended to cover ongoing construction costs at the Minden Sports Complex and to professionalize management and event promotion. The resolution also incorporates two grant projects — an airport hangar improvement and a Webb Court water-main replacement — and reflects internal corrections identified in a workmen’s compensation audit, City Clerk Malaney Slack told the council.
“The budget amendments are midyear adjustments,” the presiding officer summarized before the council voted. The new Recreation Department (Dept. 24) will receive revenues typically collected at the rec center, and the council specifically authorized credit-card signatory authority for the department’s coordinators so they can manage concessions and event purchases.
Councilman Pendergrass moved the resolution to join the Lamats-administered cooperative purchasing commission and to appoint a city representative; that motion and the budget amendment motion were adopted unanimously. Council members said Airstream Ventures had visited Minden, met with local officials and presented a plan they believe will attract events that benefit local retail, lodging and restaurants.
Councilman Pendergrass moved to authorize Mayor Cox to sign the sports-tourism agreement with Airstream Ventures; the motion passed unanimously.
What happens next: The new department will begin collecting typical rec-center revenues under the city’s general fund accounting, and the mayor has authority to finalize the sports-tourism contract. Council members indicated they will oversee implementation through regular updates to the council and through established procurement processes.
