Attorney Jon Guice of Hammonds, Sills, Adkins, Guice, Noah & Perkins LLP conducted the meeting and explained the interview format, including candidates drawing numbers to determine the order and using a private office during portions of the process.
Dr. Troy Bell drew number 1 and Denise Young drew number 2; the board held public interviews for both candidates before voting. After a motion to go into executive session to discuss the applicants' qualifications, the board entered executive session at 6:50 p.m. and returned to open session at 7:40 p.m. Jon Guice then distributed ballots for members to mark and sign.
Guice read the ballots into the record: Joe Lynn Browning, Amber Cox, Patrick Howell, Joe Llaine Long, Harry Scott, Dan Taylor, Lance Underwood and Carnesha Willis were recorded as voting for Troy Bell; Michelle Carpenter, Lacey McManus and Steve Vines were recorded as voting for Denise Young. Guice announced that Dr. Troy Bell had been elected superintendent of schools by an 8–3 vote.
Earlier in the meeting, Michelle Carpenter moved and Patrick Howell seconded adoption of the published order of business. With no further business recorded, the board adjourned. The minutes were signed by Secretary Alfred L. Simmons and President Joe Lynn Browning.
The meeting record does not specify an effective date for Dr. Bell's appointment.
