Mayor reports Grace Street progress; council approves tower-lease option and takes no action on rezoning request

Mayor Marcus E. Renfrow briefed the Town of Vinton council on pending grants and projects at the Dec. 19 meeting and reported that the Grace Street project is "coming along and looking good." He also advised the council about a proposed tower-lease action and recommended an approach to limit the lease terms and not to sell the tower.
Council Member Diane Conner moved to "not exceed option A" for the tower lease and to limit terms to the stated 2025 10% term and not to sell; Council Member Lindsey Stanley seconded the motion, which the minutes record as carried. The minutes do not include the lease document or full contract language; the mayor and council recorded the motion as direction to administration.
A rezoning request for property north of Highway 90 on the west side of town was presented by resident Derrick Vice. The minutes state the request received no motion and therefore "died on the floor," and no further action was taken during the meeting.
The minutes note that Public Works Director Terry Vice and Fire Department Chief Chris Vice gave monthly reports. Chief of Police Scott Spell and Howard Foreman were not present. Lee Hoffoss, a candidate for District Court, attended and was noted in the record.
The council adjourned after completing the evening’s business.
