Vivian aldermen continue condemnation cases, approve three zoning variances

The Board of Aldermen on April 13 reviewed multiple zoning and condemnation matters presented by Officer Bobby Smith.
Officer Smith asked the board to continue the condemnation reviews for 308 W. Moore St. and 106 Kansas Ave. because no representative appeared for 308 W. Moore St. and the owner of 106 Kansas Ave. was separating debris after demolition; the board voted to continue both matters 30 days to the May 11, 2026 meeting.
Three zoning-variance requests were heard and approved following Officer Smith’s recommendations: Case No. 649 (107 N. Lee St., applicant Jessica Williams), Case No. 650 (310 NE Front St., applicant Bridget Duncan) and Case No. 651 (14876 Old Atlanta Rd., applicant Anthony Papasan). Motions to approve were made and seconded; each variance was approved by the board.
Officer Smith also asked to reschedule the zoning/condemnation report for 312a S. Pine St. to the May 11 meeting to allow additional information to be gathered; the board agreed.
During review of the town’s condemnation list, the board took the following actions: placed 202 Suemont St. on the condemnation list after a notice of violation was sent; noted no contact with the owner of 520 W. Georgia Ave.; held action on 304 E. Oklahoma Ave.; removed 421 E. Texas Ave. from the list; prepared a draft motion to appoint a curator for 305 E. Texas Ave. (pending the mayor’s signature); and placed 223 W. Arkansas Ave. on hold at Officer Smith’s request. Officer Johnnie Hough (code enforcement) was noted as supporting code-enforcement follow-up on some properties.
The actions combine continuances, approvals of variances, and list-management steps; most motions were unanimous among members present. Follow-up on property remediation, curatorship and court filings will be handled by code enforcement and the town attorney as needed.
