Vinton council approves amended 2023–24 budget and adopts 2024–25 operating budget

The Vinton Mayor and Council adopted the town’s 2024–25 operating budget and approved an amendment to the 2023–24 budget at a special meeting and public hearing on Sept. 10 at City Hall.

Phillip Abshire, the town’s certified public accountant, presented an amendment to the 2023–24 budget and then reviewed the proposed operating budget for Oct. 1, 2024–Sept. 30, 2025. The operating budget summary in the record lists an estimated beginning fund balance of $11,947,863, total revenues of $9,085,326, total expenditures of $8,015,496, transfers and loans of ($133,000) and an estimated ending fund balance of $12,884,692.

Council Member William “BB” Loyd moved to approve the amended 2023–24 budget; Council Member Michael Wright seconded and the motion carried. After the CPA’s presentation, Council Member Stephanie Hardy moved to adopt the 2024–25 operating budget; Mayor Pro Tem Diane Conner seconded and the motion carried. The published meeting record notes the motions as carried but does not provide individual roll-call tallies.

Mayor Marcus E. Renfrow opened the public hearing and asked for comments; the record indicates that no members of the public spoke during the hearing despite a sign-in list being attached to the meeting minutes. With no further business, Loyd moved to adjourn; Wright seconded and the motion carried. The meeting minutes were attested by City Clerk Brandi Patin.

The adopted operating budget takes effect Oct. 1, 2024; the meeting record does not show additional next steps or follow-up assignments.
