Council delays trunkline extension vote, approves WPCC dredging change order with dissent

For the Texas/Standifer trunkline repairs (cured-in-place pipe lining serving roughly two-thirds of the city), City Engineer Morgan McCallister explained Phase 1 scope and said the contractor requested 86 additional days to complete work; McCallister said daily field reports and inspector logs are maintained, but Mr. McFarland said he would not approve the extension without seeing supporting documentation and asked that daily reports be included in the council packet. Mr. Muhammad moved to passover the change order until the next meeting and the motion was seconded.
On the Wastewater Treatment Plant equalization basin dredging project, the council approved Change Order No. 2 to restore roughly 1.5 feet of capacity; the motion passed with Mr. Harvey and Mrs. Ezernack recorded as nay. Council discussion focused on whether liquidated damages provisions had been applied and whether weather delays were properly recorded; the city attorney and engineer said weather allowances are customary and that retained documentation would be provided.
Council members asked staff to include contract day logs, daily reports and engineering documentation in future packets when time extensions or change orders are requested.
