Stockbridge council approves appointments, budget amendments and payments; audit presented

At its June 18 meeting the Village of Stockbridge Council approved several appointments, adopted budget amendments and payments totaling more than $150,000, heard the 2025–2026 audit, and directed planning for replacement of obsolete water meters.
Pro Tem Fred Cattell called the Village of Stockbridge Council to order at 7:00 p.m. Thursday and led the Pledge of Allegiance. The council approved the meeting agenda and the May 21, 2026 minutes before hearing an audit presentation from Stephenson & Company P.C.
The council voted to pay bills totaling $150,010.88. It then recorded a utilities update from Village Manager Heather Armstrong, who said the village’s radio reader water meters are obsolete and will need to be replaced as the village works with contractor Etna.
Council members approved several appointments and administrative changes. Fred Cattell was appointed president of the Village Council Board; Molly Howlett was appointed Pro Tem; and Kelsey Rasmussen was appointed as a trustee. The council also appointed Erin Clifton to the Planning Commission and named Heather Armstrong, the village manager, as the Street Administrator.
During a brief recess, the council considered an SDDA budget amendment, which passed by majority vote (Aye — McManaman, Howlett, Connolly, Morehouse, Cattell; Nay — Rasmussen). Other financial actions approved included a payment of $44,989.72 to Cal’s Excavating Inc., authorization of a $7,500 pavement quote from Damon's, and a reduction of a GPM utility bill from $18,376.59 to $11,025.95.
The council approved a one-year lease of the Atrium to Daniel Glenn at $650 per month on the condition that Attorney John Gormley approve the lease. It also updated bank signers to remove Jill Ogden from ChoiceOne Bank accounts and add Molly Howlett.
Council adopted budget amendments recorded in Resolution No. 2026.06.18.000; that motion passed with one Nay by Rasmussen. The council tabled an SDDA appointment and tabled a request to replace the cemetery’s American flagpole. No members of the public spoke during the public-comment periods. Councilmembers closed the meeting with brief remarks of thanks and adjourned at 8:58 p.m.
