Beecher trustees approve multiple ordinances, contracts and payroll in unanimous vote

The Village of Beecher Board of Trustees met Aug. 25, 2025, at the Beecher Public Safety Facility and unanimously approved a slate of ordinances, contracts and payroll totaling $142,145.40.
The board approved the payment list after a motion by Trustee Kraus, seconded by Trustee Tieri, by a 6–0 vote. Trustees then adopted Ordinance No. 1434, authorizing an intergovernmental agreement among the Village, Washington Township Road District, Washington Township, the Beecher Fire Protection District and Beecher Community School District #200-U to share fuel tanks and procure fuels. Trustee Kraus moved the ordinance; Trustee Diachenko seconded. The motion passed 6–0.
The board approved Ordinance No. 1435, amending Village Code sections on ponds and detention areas. Trustee Diachenko moved approval and Trustee Smith seconded; the board amended the ordinance language to replace “dawn to dusk” with “sunrise to sunset” before passing it unanimously.
Trustees adopted Ordinance No. 1436 to amend Zoning Ordinance No. 1418 with updated regulations for solar and wind uses; Trustee Stacey moved and Trustee Smith seconded. The board also approved Ordinance No. 1437, adding section 9-15 to the Village Code to regulate low-speed scooters (motion by Trustee Tieri; second by Trustee Kraus). Both ordinances passed 6–0.
On public works, Trustee Gardner moved and Trustee Stacey seconded approval of a Baxter & Woodman proposal for design services for the Miller Street water main replacement project in an amount not to exceed $23,000. Superintendent Matt Conner said the project will be bid in January 2026 and that the work is planned as two sections separated by the creek; if bids are high, the village may proceed with only one section. The motion passed unanimously.
The board also approved two Baxter & Woodman proposals related to the village’s NPDES requirements: up to $5,000 for special-conditions assistance and up to $7,000 for permit renewal assistance for the wastewater treatment plant. Trustee Gardner moved both items; Trustee Stacey seconded the special-conditions item and Trustee Diachenko seconded the permit-renewal item. The board noted the current NPDES permit, IL0049522, expires July 31, 2026, and that Baxter & Woodman will prepare and submit the renewal application by Jan. 31, 2026. Both motions passed 6–0.
Trustee Gardner moved, and Trustee Stacey seconded, a directive for the Village Attorney to draft an ordinance amending brush-collection dates. The board confirmed brush pickup will remain April through September with a special pickup the first Tuesday in November; the last regular pickup for 2025 is Sept. 30. The motion carried unanimously.
In personnel business, the board adjourned briefly to executive session to discuss personnel matters and returned to regular session later that evening. After executive session, trustees approved Ordinance No. 1438, a one-year employment agreement for the Village Administrator, on a motion by Trustee Smith and second by Trustee Tieri; the motion passed 6–0.
The meeting adjourned at 7:32 p.m. following a motion by Trustee Smith and a second from Trustee Stacey.
