North Fond du Lac trustees send 2026 budget to public hearing, approve fee increases and move to closed session on union contract

Village Administrator Nick Leonard presented the village’s final 2026 budget sections on Oct. 20 and proposed a 3% tax rate increase to balance the General Operating, Debt Service, Capital Projects, library, outdoor recreation, EMS and Tax Increment District #2 funds. The Board of Trustees directed Administrator Nick Leonard to prepare the budget as presented for a public hearing and potential adoption on Nov. 17, 2025.
Trustee Mike Will said increased state shared revenue helped reduce what would have otherwise been a larger tax increase or required service cuts. The board did not adopt the levy at the meeting; the budget was sent to a public hearing to allow further review before final action.
On a separate vote the board approved an updated Village of North Fond du Lac fee schedule that Administrator Nick Leonard presented after a staff review. The schedule includes increases to several building permit and development fees, swimming pool daily and season passes, swimming lesson fees, and garbage bag stickers. Trustee John Duffy moved to approve the fee schedule effective Jan. 1, 2026; Trustee Chuck Hornung seconded, and the motion passed on a 5–0 voice vote.
The trustees also reviewed the 2026–2030 Capital Improvement Plan. The only outstanding issue noted was replacement or cabinetry for the Community Center kitchen; after discussion the board made no changes to the CIP at this meeting.
Routine business on the consent agenda — including approval of the Oct. 6, 2025 meeting minutes and authorization of invoices and checks — was approved on a motion by Trustee Mike Will, seconded by Trustee Gary Schaub, and carried 5–0.
Late in the meeting Trustee Chuck Hornung moved and Trustee Gary Schaub seconded a motion to convene in executive session at 7:24 p.m. pursuant to Wisconsin Statutes 19.85(1)(c) to consider employment, promotion, compensation or performance evaluation data of public employees, specifically noting the WPPA union contract. The minutes record a roll-call vote with Trustees John Duffy, Chuck Hornung, Michael Streetar, Gary Schaub and Mike Will voting "yes." After deliberating in closed session the board may reconvene in open session to take formal action if appropriate.
The meeting adjourned at 8:02 p.m. Village President Michael Streetar and Village Administrator Nick Leonard signed the minutes.
