Beecher trustees unanimously adopt two ordinances, approve paving contract and TIF small-business program

President Meyer presided over the Village of Beecher Board of Trustees meeting on Nov. 10, 2025, at Beecher Village Hall, where the board unanimously approved two local ordinances, adopted a tax-increment-financing small-business assistance program and accepted a paving proposal totaling $12,614.40.

The board first approved the minutes of its Oct. 27 meeting and heard administrative reports. Deputy Clerk Denise Abbink reported total tax income received for October of $301,538.91. Trustee Smith gave updates from the Youth Commission and the 4th of July Commission, including a BYC junior-high skate event set for Nov. 21 and the 4th of July Commission’s next meeting on Jan. 14, 2026. Trustee Gardner reported Historic Preservation Commission plans and noted the recent passing of long-time member Arnold Cooper.

On finance matters, Trustee Kraus moved and Trustee Diachenko seconded approval of the Treasurer’s Report and payment of bills and payroll since the last meeting in the amount of $112,502.07; Treasurer Donna Lippelt provided a summary and both motions passed 6-0. The board also adopted two resolutions related to bank accounts at First Community Bank and Trust: Resolution #2025-06 (lodge/association/other organization for Village accounts) and Resolution #2025-07 (for Police Department accounts); both passed unanimously.

In regulatory business, Trustee Tieri moved to adopt Ordinance #1442, amending section 9-15-1 concerning low-speed electric scooters, and Ordinance #1443, amending section 9-4-2 regarding bicycle regulations. Both were approved 6-0.

Trustee Gardner moved to accept a proposal from Wirkus Paving to complete asphalt patching at various locations in Beecher for $12,614.40; Trustee Stacey seconded and the motion passed unanimously. Trustee Diachenko previewed the village Holiday Celebration, Parade of Lights and Tree Lighting at Firemen’s Park on Nov. 30, and EMA Director Bob Heim told the board of a parade on Nov. 13 at 6 p.m. celebrating returning World Karate Champions.

Trustee Smith moved to approve Resolution #2025-08, adopting the Village of Beecher TIF small-business assistance program and application; the board approved the resolution 6-0. The meeting recessed into executive session at 6:11 p.m. to discuss personnel and returned at 7:23 p.m.; the board then adjourned at 7:23 p.m.
