Bellevue Village Council on Nov. 25 approved changes to the village’s water and sewer rate structure and passed a resolution signaling intent to issue revenue bonds to help complete Phase Two of the wastewater treatment plant.
The motion to accept the rate changes, moved by R. Spaulding and seconded by E. Bird, was recorded as carrying on a roll-call vote with all members voting aye. The minutes record the following elements of the adopted structure: a capital improvement charge remaining at $36 per quarter; a water rate remaining $6.75 per 1,000 gallons, beginning with the first 1,000 gallons; a sewer rate reduced to $13.75 per 1,000 gallons, beginning with the first 1,000 gallons. The motion text as recorded also lists ready-to-serve fees of $30 and $35 per quarter in the same passage; the minutes do not clarify which fee applies to which service and the document is ambiguous on that point.
The council also voted to pass a "Notice of Intent to Issue Revenue Bonds" to cover the remainder of Phase Two of the wastewater treatment plant project. The resolution was amended in section 3 to include the wording "not to exceed" before passing on a unanimous roll call. L. Pfiester moved the resolution and J. Willis seconded.
Council accepted a CWSRF engagement/bond letter from Bendzinski during the same meeting; the minutes record acceptance but do not provide the engagement terms or expand the CWSRF acronym. The acceptance was moved by L. Pfiester and seconded by S. Roberts.
The decisions affect the village’s utility customers and the funding plan for the WWTP project. The minutes do not include projected revenue impacts or a timeline for bond issuance. The council approved the motions during the Nov. 25 meeting and the minutes reflect the formal votes as described.
