West Stockbridge committee outlines RFP steps after Stanton Foundation design sign-off

The West Stockbridge Dog Park Advisory Committee discussed next steps for design review and procurement on March 1, 2025, after the Stanton Foundation approved the park plan with a few requested changes. Committee member Michael Bolognino said "the foundation reviewed our plan and responded in one day, with reasonable requests including the addition of ADA-compliant parking."

Bolognino told the committee the foundation’s timeline requires that bidding be completed by July 1 and that "all elements of the construction grant must be disbursed by October 1, 2025." Committee members agreed the RFP should set clear deadlines and require that the town sign the resulting construction contract. The group also emphasized that the RFP notice must follow the procurement rule noted in the meeting: "state law requires that the lowest bid from a competent contractor must be selected."

Heather Hicks said it would be helpful to include a representative from Berkshire Design Group in the March 10 meeting with town staff (Marie Ryan) to review the bidding process; others concurred. Renee McCormick noted that Williams Excavating has repeatedly expressed interest in bidding. Melanie Thibeault recommended the RFP specify a date for selecting the contractor.

The committee agreed to draft an RFP that states deadlines and the contractor election date, then review the draft with town staff on March 10. The committee also noted that a separate MOU with the Stanton Foundation will set expectations for meeting the grant deadlines.
