At its May 5 meeting the Town of Cromwell Planning & Zoning Commission discussed potential local responses to a pending state housing bill and related planning tools. Andrew J. Armstrong, director of planning and development, reviewed the Traffic Mitigation District concept and suggested the commission consider expanding the Active Adult zone to reach the 4% maximum allowed under local policy.
Commissioners discussed converting the Business Park zone to a Light Industrial zone as one possible regulatory amendment and considered potential impacts on inland wetland and building regulations. The commission emphasized that ADA parking accommodations must be maintained and reviewed at every stage of planning and zoning review.
Mr. Armstrong said there are no large parcels in town where a Traffic Mitigation District could be easily applied and recommended the commission wait for a consultant’s draft regulations and report before identifying district boundaries. Several commissioners discussed holding a short-notice special meeting in May to finalize the report once the consultant’s material is available.
